Cooling System Malfunction, Possibly Heatsink?

A couple days ago my computer's fan got incredibly loud. I knew something was wrong, so I ran some checks and it turns out that while idling my processor is 50 degrees C, and when strained it goes up to 85 Celsius. I checked the fans to make sure they're running and they all are, yet even though the CPU is supposedly near the boiling point, my out take fan is blowing out cool air. I think there's a problem with the heat sink, and I plan on trying some thermal paste to see if that solves the problem. However I'm curious as to what other people with more experience than me think. Thoughts?

Edit: I have applied thermal paste (following the instructions) and the temperature hasn't changed. The CPU still overheats for simple tasks and the fans are still running at full capacity. What else might be the problem?

Yes, remove the heatsink/fan assembly, carefully clean everything and put a minimal amount of thermal paste on to re-seat the heatsink.

See one of the many tutrials. Too much thermal paste is not good.

Ok, so it's been a little bit over a week after I've applied the thermal paste the temperature is higher than it was at the start, 55 Celsius idle, and 80 Celsius under light stress, I haven't had the gall to try and get the CPU to max processing. Help?

Are your fans spinning?
Does Speedfan report good fan speeds?
Are you case fans all working and moving sufficient air over the heatsink fan?
Can you feel warm air being expelled from your case near the exhaust fans?
Can you notice cool air being taken in at the intake fans?
Hold a small piece of tissue paper both near the front and rear fans and make sore you can see the air drafts.
What is the room temperature of the room the PC is in?

Very carefully, touch your heatsink and feel if it is hot or warm. Very carefully.

Describe all the case fans you have and what speeds Speedfan reports them at when your temps are near 80C

What CPU are you using? My AMD A6-5400k got up to 80ยบ C according to HWMonitor when the weather got warmer so I turned off Turbocore using the AMD Catalyst Control Center but I am not familiar with how intel processor utilities work.

Ok, I'm using an Intel E4600. However I think I may have found the problem. I didn't actually put the thermal paste on the CPU, I'm not even sure what I put it on, but when checking one of the fans I realized that the chip underneath it was a CPU. I reapplied thermal paste to that and the CPU dropped about 10 degrees. I feel like such an idiot.

Update: It's been three weeks since the last post, and there has been no further temperature change and the fans are still running at full capacity for almost everything. The heatsink seems to be seated properly, and all the vents and fans are clean, yet I can't get the fans to slow down for anything (they're running at around 4600 RPM.) I need help again.
