Automatic repair loop

Preparing automatic repair loop. Earlier in the morningh, I was using my computer fine and then the only thing I did was download an ISO file and send it to my PSP through usb cable. After that, I shut down my PC and left the house. I came back home after 4-5 hours and when i come back home it is already on the loop. Im very frustrated because earlier it was running very smoothly but now i can't do a thing. I searched for solutions and tried the windows 8 dvd boot. I did all the procedures and I reached the point where in bootup, instead of the intel board inside is appearing, it became the windows 8 logo and I think that I did everything right. But still, after the logo, It only turns to black. I need help cause I dont have the time to bring this because the nearest pc repair shop is pretty far away from here and I want to make sure that there are no other solution so my time wont be wasted.

Edit: I also tried to go into safe mode using shift + f8 and also opening the recovery menu or something like that which is f10 but they dont seem to work. the only thing that I can open is f2 which is bios setup.

Tricky, and it's hard to say what to do without being there (hence no-one has replied I guess...) I would suggest:

Try taking the hard drive out of the faulty machine and plugging it into a spare SATA slot on the working computer, then run full antivirus and anti-malware scans on it (Bitdefender and Malwarebytes would be good choices, both free, and make sure you have them installed BEFORE you plug in the faulty HD), then copy anything you want to keep off it onto the working PC, then run a Check Disk on the drive from the faulty machine in case it is failing

Then put the drive back in the faulty PC and see if it works - come back if it does not

This is my specs for that PC that is in the loop, Im using another pc so i cant give full details of the specs because the other PC won't start.

Edit: Nope, Haven't changed anything in the hardware, It was the same when this PC was bought, Antivirus is updated and having regular scans.
