Getting very low FPS on new gaming build, can't figure out why

Hi, just built new gaming pc but am getting very frustrated on why I am getting low fps in games and furmark benchmark.

The AMD R9 270X graphics card is being detected by the computer, yet I get around ~18 avg FPS in furmark and around ~20-30 FPS in games like Sleeping Dogs which makes no sense to me.

CPU: Intel Core i5-4670K 3.4GHz Quad-Core
CPU cooler: Thermaltake Water 3.0
Motherboard: Gigabyte GA-Z97-HD3 ATX LGA1150
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600
Storage: Seagate Barracuda 500GB 3.5" 7200RPM
GPU: XFX Radeon R9 270X 2GB Double Dissipation
PSU: XFX 550W ATX12V

I checked that all CPU cores were being used, CPU usage in game was around ~30-40% and GPU usage was 100%. I have tried reinstalling latest AMD drivers, disabling integrated graphics in BIOS, doesn't work.

Is my graphics card is faulty or something? Is my power supply not enough? I don't know much about computers, any help would be much appreciated,

The Win8 AMD beta driver would not work for me, got "amd catalyst control center cannot be started" error and my computer stopped recognizing the card, so I just reinstalled the 14.4 catalyst suite one, but it didn't fix it

Your core is running high enough that its dynamic clocking shouldnt be the culprit of such terrible performance,though 95c is far too hot and is likely causing the issue.

Is the GPU fan even spinning? Since your CPU is watercooled,id really doubt the case temps are to blame,but whats your fan system like anyway?

EDIT: Go ahead and pick up some nice Thermal Paste,Arctic Silver 5 or the like. If the fan isnt defective and the card isnt fried,try putting new paste on it.

Thermal paste from the factory is crap,but not that bad. So dont get your hopes up.

I got the temperature down now, it was an issue with the fans. GPU temp is now around ~35 C on idle, ~65 in game. Thanks, and I've got some Arctic Silver 5 so I'll try that on the card. I tried reloading the game again, it plays much more smoothly than before but the fps counter still says ~17-20 fps which confuses me?

i had the same problem until i realised i was running the game in windows xp mode instead of windows 7, i went from 15 fps to 120fps. to do this just go to where you keep your game file (program files x86-Steam-Steamapps-common-whatever game you are running) and right click on the .exe file, go to properties then compatibility tab. click on change settings for all users and select the dropdown menu and select whatever version of windows you are running your computer on. this worked for me and i hope it works for u
