How to use a anti-static wristband?

I was wondering, how do you use the anti static wristband if my whole case is painted, the psu is painted, everywhere, they are painted everywhere.Repeated it for emphasis.

The short answer is you can't.
If nowhere at all on your case is metal, there's no way you can use it properly.
You don't really have to worry about static discharge these days anyway, just try not to build whilst standing on carpet or a rug if you're worried about it.
