Diagnostics policy service won't start?

For some reason my laptop does not connect to my wireless network. It says I have "limited access." I tried troubleshooting as administrator and it says diagnostics policy service will not start. All other gadgets in the home work. I have tried so many methods to fix this and I just cannot find any solution this on internet. And please do not give me this method:

go to start ,search and type:- cmd, right click on returned cmd.exe and select "run as administrator" at the prompt type:-


net localgroup Administrators /add networkservice
press enter then type:
net localgroup Administrators /add localservice
press enter then type:
exit
press enter and restart your computer"

It DOES NOT work for me. I have seen this method work for many others but noone seems to help out further up to that point. So the issue is the diagnostics policy service won't run. It doesn't give me much information after that. Any help?

so check it the wirelees chipset is active under the control panel then peripheral for it ,you could desactive it then reactivate also does your laptop have a switch or a fn and fn key to activate the antenna you will find this info in your laptop user manual .

I don't see the laptop as one of the devices listed but I also don't know what the " IPv4 address / name" is either. Though, I did find one that listed as wireless and the status is off.
