Slow Download Speed on Steam or Uplay

I have a DL speed of approximately 23 MB/s (according to speedtest.net), but when I try to download through Steam or Uplay I am only downloading at a rate of 1-2 MB/s. This is the same for my laptop (windows 7) and my new desktop (windows 8.1), which doesn't have much software on it. Does anyone know why this is or how to fix?

OK speed test reads in Mega bits per second(Mbps) steam reads in Mega Bytes per second (MBps). Big B vs. little b. it takes 8 Mb to equal 1 MB. So you most likely have 20 Mbps down this equals 2.5 MegaBytes per second down load. Your speed is fine.
