Faulty PSU or MoBo?

Hi first post but iv used this forum to help repair my PC a number of times so i'm hoping for help on this one.

And iv had no help on the Nvidia forums so here goes.. (Sorry its long)

I had Vista x64 with 4GB RAM and a Nvidia GT 220, i then upgraded to a Nvidia GT 610. All was working fine. I then decided to upgrade to Windows 7. Unfortunately my on board sound card didn't work with Win7 so i bought a PCI sound card which installed and worked fine, then the problems started.

I updated my sound card drivers and it screwed up the sound and ended up not working, i replaced the card with a similar one and the same problems sound was jumpy/scratchy/crap. I replaced it 3 or 4 times and in the end got sick and ended up re-installing Vista.

Once Vista was installed I re-installed my GT610 drivers and ended up getting a black screen after boot/loading and every now and then it would randomly restart whilst the screens black. I followed other instances of "boot to black screen" solutions on this forum and others but nothing worked. I un-installed my GT610 and reinstalled my GT220, and still i had the black screen at load. Then after about 3 days of getting no where with the issue my brother (who i thought was retarded at the time for saying it) suggested i had too much memory. To humour him i took out a stick of RAM.. and now it boots up to windows.

I flashed my BIOS and CMOS and re-installed the RAM and my GT610 but it goes back to the black screen, so now im stuck at 2GB RAM with my GT220 instead of my 4GB and GT610 which is annoying cause most of my games require 3 or 4GB to run decently.

So my question is, is my PSU to blame as its only 350W and is a few years (6 to 7 years) old? Or do i have a faulty MoBo?

Just to let you know iv tested the RAM and GT 610 in another PC and both work.
