White marks on my graphic card

I just cleaned my PC and found this white marks on my graphic card... What are those? Is it burned?

Definitely not burns, but i'm not sure what it is. Flux is generally brownish so i don't think its that, but it really looks like a residue left over from either wave or hand soldering the connectors on.

Thanks... And what about the brown dots?? Sorry I know I may sound retarded but I don't know almost nothing about these things

Rubbing alcohol cleans a surprising amount of things. You don't necessarily need to clean it, but if you want to you can use rubbing alcohol and an a soft brush if needed, but the alcohol should dissolve it and wash it away by itself. Use a higher percentage rubbing alcohol, standard disinfectant is 70%, 90%+ is a better solvent so its better for cleaning.
