9590 throttling to 7x multiplier

I have a 9590 on my Crosshair V Formula-Z motherboard. I have the cpu @5ghz (25x multiplier), 1.5v. I have load line calibration set to Very High and current capability set to 120%. When I prime95 it, it stays at 5ghz, but then throttles down to 7x multiplier which is about 1.45ghz. But then it goes back to 25x after while and repeats. I'm not sure what's causing it, but my IR temp says the mobo's VRM is at 82c+. I know that's a problem, and definitely needs cooling, but I don't know if that's what's causing my CPU to throttle. My cpu is on a 360mm + 120mm loop and temps on the CPU aren't an issue. If I can get my CPU stable at 5ghz I'll waterblock the motherboard.

Nice...I noticed on my board over 1.45v it started getting random lockups so I decided to strap a fan on the vrm heatsink and one on the back of the motherboard tray to keep it all cool. My socket temps are usually within 7-9c of core temps. You should drop your RAM speed down to 1600 and cpu/nb voltage to 1.2v to rule out any memory instability until you found your acceptable balance of core clock and temperatures if you haven't already. Also no I didn't even realize how old the thread was but I thought the name looked familiar.

I'm almost certain this has nothing to do with the VRM as it throttles with the VRM as low as 70c.
I've tried so many things, but cannot get it stable at 5, so I tried 4.8 and it even throttles then!
This means temperature definitely isn't the problem because at 4.8ghz the CPU was lower 40s.
I'm stress testing at 4.7ghz everything on auto and the VRM is past 80c but it's not throttling so that's not the problem either.
Is it possible to get my CPU past 4.7ghz or did I just get a bad one? Any input would be greatly appreciated, thank you!

Turn off the power saving features in the bios, you can't do an accurate stress test with them enabled. Then dial your clock back to 4.6-4.7 and work your way back up from there keeping a close eye on the temperatures. Also if you have a small fan to mount to the motherboard vrm's that will help alot along with one on the back of the motherboard if your case has room for it.

I already have all power saving/turbo boost features disabled. I have it stable at 4.7 as far as I can tell. I have tried 4.8ghz, but it throttles. Do you think cooling the VRM would solve this?

did you put a fan on the vrm heatsink? Take a screen shot of your temps while stress testing, preferably with hwmonitor. Since you are watercooled you most likely will need one on the vrm since there is no airflow across it from where a normal heatsink would be pushing air.

edit: you definitely have cool n quiet/c1e/c6 state/apm disabled?

Ok, with a fan blowing air on to the VRM, I was able to prevent my CPU from throttling, but it did freeze my computer up. Luckily I was logging my clock/temp/voltages with AIDA64 and my CPU temp maxed out at 42c and it stayed at 4.2ghz except once when it reported 12ghz, but that's obviously impossible. Now I have load line calibration at ultra high and current capability at 120% again and we'll see if it holds steady.

Ok, here's my set up:
CPU 23.5x200 (4.7ghz), 1.5v, Load line Ultra High, Current capability 120%
CPU NB/HT Link 2600mhz
RAM 2x8gb, 2400mhz, 1.65v

Temps
CPU 59c
VRM Heatsink 56c

So far it's been stable for an hour. I'll keep testing.
Update: It froze after 2 hours. Temp peaked at 61c. I'm lowering voltages to 1.48
Stable for 5 hours. Max vrm temp with 2 fans blowing on it is around 60c. CPU is 58-60c. Water is 40c.

NP about that old thread, it was that idiot who bumped it's fault.
And right now I'm testing 4.8ghz, 1.48v everything else the same. Pretty sure it's going to be stable but I'll let it run overnight.
I have 2 fans on the heatsink and my room is pretty cool right now.
