Ethernet and Wifi issue!?

I recently received the nbn (fiber optic) and I would get 25/5 mbps but I recently caped my net. Whent he month reset it all went back to normal except for the fact on my desktop im getting 25/.4 whilst my phone is getting 25/4. My desktop is using Ethernet and my phone is using WiFi. I reinstalled the drivers for my motherboards LAN, used speedtest.net at different times. Im dont mind the speed, but I just want to know why its only my upload!?

I'm getting the same download speed on both my phone and pc, but my upload is 0.3 on my pc and 4 mbps on my phone. I'm not sure if its my ethernet port on ym mother board, my powerline ethernet or the routers ports.
 
Ethernet ports run at the same speed up and down it is not even possible for them to do anything else. Almost all equipment runs at least 100m if not 1g, mostly it depends on your router there are almost no pc that do not come with 1g ethernet.

You really need to test within your house to try to find this. It would be nice if you had another device. You could try a old line mode tool called iperf. It is a very simple speedtest type of tool. Normally I test PC to PC with it but there is a android version but I have never used it.

This does not make a lot of sense, I guess it depends how the ISP caps the bandwidth. I would assume they do it centrally which means nothing you have makes any difference. I would of course try a reboot of the router but that likely will make no difference.

I don't believe it to be the ISP. Yeah, i restarted the router and as you predicted nothing happened. The thing is, it starts of at 4mbps but by the time the speedtest ends it's declined to .3 mbps
