Monitor flickers when on internet.

Hey guys finished my first build yesterday and everything was working fine but for some reason my monitor began flickering when i would go on different internet browsers. At first i thought it was just google chrome but then i tried Internet Explorer and the same thing was happening and then noticed it on the Steam browser. The weird thing is I can play all my games and there is never any flickering only on internet browsers. Im using an HDMI cable and made sure it was plugged in all the way. I dont know what's going on and was hoping you guys can help me.

Specs:
i5 4430
r9 280x
windows 7 64x
the cable is connected to my graphics card.
connected to internet w/ ethernet cable

ive seen other people's screen flickering where it takes up the whole screen but mine is for less than a second but does it every couple seconds. Its not enough to take up the whole screen but it is getting annoying.

i have the monitor at 60hz and it is still flickering. do you know what else it could be?

I also forgot to mention that its an ASUS VX238H, i dont know if that'll make a difference.
