Please help us help you better. I took the liberty of asking pretty much any question that I could come up with for assisting with a build. If there are any questions that I might have missed, please feel free to let me know so I can add them to my list. By answering this list I hope to help cut down on builds and/or components that do not cater to you. And hopefully aid you in getting better answers to your question quicker.

If you have already provided some of this information, and see the question below, that is merely to clarify what your posting already stated.

1. Do you need a keyboard?

3. Do you need a monitor? If you already have a monitor/tv, what type is it and how many hz is it? Do you plan on using multiple monitors?

Okay, so worked my butt off to get you something as close to what you want as possible. You did not specify the optical drive you wanted so I went with a dvd/cd drive rather than a more expensive blu-ray drive. It is actually $5 or so over your budget because I added extra fans to keep the case cool and because I chose a mechanical keyboard(wired) and a wireless mouse. You could save money by getting normal versions of those peripherals. And since I was unsure of the monitor you would like I went with one that had good ratings and is 23" 1080p 60hz.

I squeezed an 8 core AMD processor, 8 GB RAM (upgradeable very easily to 32 GB), a motherboard that support SLI so you can add an additional GPU later on, and other decent parts that can be upgraded to easily enough. If you would prefer a more expensive GPU, then we could switch out the CPU for a six core AMD instead. Oh, and I was able to get you a hybrid hard drive and water cooling for your CPU so you can overclock it decently as you wanted.

Okay good, you could actually temporarily hook up a optical drive from another computer to install it if you want to only use it once. Or you could install the operating system in another manner. Oh and correction I had meant to type wired mouse not wireless mouse. Sorry.

I made a few modifications just so I can get a better GPU, motherboard and a PSU with higher wattage so I can crossfire if needed the GPU, so I downgraded the CPU and Monitor. Should I add some thermal paste too?

The Corsair H55 is supposed to come with thermal paste already, so you can skip that. Okay, looks good.

After doing some research I read that Liquid Cooling is more expensive and the low-end ones are not that good. What if I went with Air Cooling?

The H55 has good ratings, but you could go with air cooling if you want. However air cooling that provides similar cooling for overclocking as a liquid cooling system will take up a lot more space in the case. You can save money by not buying the thermal paste since the CPU Cooler will come with some already (is supposed to come with some). That aside, good to go.
