Are my USB ports broken? Slow transfer speeds, if working at all.

My laptop's USB ports seem to be having issues. It has 2 USB ports, 1 keeps telling me that whatever I plug into it has malfunctioned (which is not true because it works on any other PC) and the other's transfer speed is RIDICULOUSLY slow (peaks at about 1.4mbps give or take with ANY USB drives or external hard disks).

Now I'm pretty sure my drivers are up to date. I've tried to update them and it says that they're already using the latest drivers. My BIOS doesn't seem to have an option to switch the USB between 1.1 and 2.0 so I don't know if that's the problem. I've tried uninstalling USB Universal Host Controllers in Device Manager and restarting, that didn't work.

Any solutions would be really appreciated.

Sounds like a faulty chip on the motherboard.

Check in Control Panel, Device Manager, Universal Serial Bus (USB) Controllers whether they are all working.

There may be a prob in the os.pPlz donld linux and load it on a pendrive and boot up that...
then please do some data transactions in that os.If thats sucessful then you may have to move to 7 from 8.1

How do I know whether or not they work? There's no unusual symbols or anything like that on the USB Controllers.

I actually upgraded to 8.1 quite recently, before this it was running 7. During that time when I plug in a pendrive or an external a pop-up would tell me that the device can go faster if i connect to a USB 2.0 port. That pop-up doesn't appear anymore though.
