cpu temps too high

Hey guys, i have this problem with my CPU being at high temps at idle perfomance, between 45-60 degrees. I've been lurking for a solution for some time, but i can't really get to the bottom of it. There's a weird pattern in the temps and my guess is something with my watercooling solution. I have the Cooler Master Seidon 120XL CPU cooler and the temperatures are bothering me greatly. I wanted to know if any of you have any posslbe solutions or have experienced the same problem.

Chances are:
1.You forgot to plug the water block pump to CPU_OPT on the motherboard, so it is not making the water to flow dissipating the heat.
2.The Water cooler is faulty and the pump is dead.
3.You didnt apply the right amount of thermal paste between the cpu lid and the heatsink (Rice grain in the mid of the lid, pressure does the rest)
