Please define what you mean by lag? Your components are really good and your internet seems fast enough. A lower ping would be nice, but 28ms isn't bad. It's good. Have you used monitoring software like this:

Lagg on Minecraft i mean like, im only getting like 100/120 FPS.
When i load in a world, its lagging like hell, can't even move around.

Lagg on Arma/dayz, is just like 20/25 FPS.
I need to play Dayz on like Normal, yet its lagging.

I can play Battlefield 4, Crysis 3 no problem.
Its only these 2 games.

I downloaded Openhardwaremonitor, what do i need to do? Where do i need to "Load" out the GPU and CPU?

Be aware, im playing a game and on the internet, when im not doing anything but this test, i get 110+ internet MB results.

 
Run OpenHardwareMonitor and check how your CPU and GPU perform after gaming on those issue games. To do so, once done gaming go to the program that was running in the background and select VIEW > SHOW PLOT. And check the box for CPU and GPU Load. This will show how much of your CPU and GPU are used during those situations.
 
I think you are simply playing games that are very cpu heavy.

It is easy to check, just run GPUz(sensors tab keep refreshing and log it if you want to chart it later) and watch gpu usage(play a bit and then alt tab to check). If it is not near the top end, chances are the cpu is not keeping up.

Alternatively a program like MSI afterburner can show on screen gpu usage while playing a game.

This is common on MMO and other large scale games. Even @ 4.4 ghz my good old 2600k can not keep up in these kinds of games.

Lets not forget that not all games use all 4 cores, so a game only using 2 will look like it is ONLY using 50% of the cpu leading many users to think it is a video issue when it fact it is still a cpu bottleneck.

EDIT.

Minecraft places a substantial load when loading the work up, so that seems normal. Unless you have a 120hz monitor, I would not call 110 fps on minecraft "bad"

6R1M01R3, Having a K with an H series chipset is something else :). Boards do not tend to hold back video cards any more since the PCI-e controller is in the cpu.

I have played a little bit.
Not in a big city or something, just in the open fields.

Settings; High, normal.

I have clicked all CPU cores, and GPU memory,video etc.

I don't like to look at Max value. I only use that to see if something is seriously wrong. Look at a plot and you'll see the temp over time. This is what Open Hardware Monitor can do. You can see where and when the spikes occur and how long they are sustained.

If your lagging on minecraft then make the max FPS 60 then the lag should be gone, you usually lag when you have like 100 FPS but then 1 sec later it says like 80 so when that happens it causes lag, you need to get the FPS to stay at a certain number of your choice. If I were u I would put it at 60
 
Your gpu loads look very low(most time spent under 50%). it is a cpu bottleneck for sure. You may have to try to adjust game settings.

Draw distance and characters on screen tend to be cpu bound.

And no, I would NOT suggest a new cpu. i7's are little more than i5's with HT. So the performance in games is almost always the same at the same clock speed. An i7 would actually look like lower use in a single/dual core threaded game, but would still bottleneck in the same way.

When you take a screen shot please hold ALT + Print Screen instead so you just capture the active program. This will reduce the need to crop or blank out parts of an image. Those larger images get shrunk by the image hosts.

The biggest problem here is you do not have the option to overclock the cpu because the board would be limited to base clock overclocks and these do not go far and are tied to other things that can cause LOTS of issues.

I would like to post an image of a game that is NOT bottle necked vs one that is. Now a game with Vsync will look like a bottle necked game as well, but will be running at 60fps on most screens.

This is a rather extensive run, the drops in bioshock are load screens.

I think i do need a new CPU?

its weird, cuz this cpu shouldn't the bottlenecking the gpu.. =\

i forgot to say, before the GTX 780, i had a AMD XFX 7970.
I had the same perfomance, so i though it was the GPU, but with the GTX 780 , i got the same performance.
And yes, i deleted all AMD files correctly, then installed nvidia.

So im sure its the CPU..

But since you are running fine on other games such as BF4 and Crysis it might not be the CPU's problem make sure you check the in game settings such as frame limiters. Reset all the values in the game to default settings.
 
As the above user says, things like limiters/vsync can cause low gpu usage. Vsync on a system that can not hold 60 fps may drop to 30fps to keep frames in sync with the screens refresh. triple buffering fixes it, but at a cost of input delay.

Here is the problem. Not all games are made the same.

For some reason people around here like to tell users they can run ANYTHING at ultra with XXX cpu, but the problem is that some games simply do not use the cpu to its potential or simply push it harder than it can handle. MMO type games simply have this as an issue. I do not think this will change any time soon.

Getting a new cpu seems to be very drastic and most stock clocked units will not be better.

Very few games will perform noticeably better on an i7 because HT is A. not used by games and B. is not a real cpu.

This is one reason so many users like to overclock. Pushing a cpu 1ghz faster can have a noticeable difference on a CPU bound game.

EDIT

If you look here, you will see that some games(those that are not cpu bound) will not even get better performance out of a new cpu, so you better make sure this is what you want/need. You will also notice that the i5 vs i7 gives you nothing in games(some games may take advantage still).

Only certain games are that cpu hungry like Starcraft II at 1920 x XXXX look at how close all these cards perform. So that is limited by the cpu used in the test(i7 920 @ 3.8). I do not think these tests are done with a huge battle or the fps would be lower.
