So no matter what I am receiving random frame drops it is really annoying and I am using optifine. Does anyone know how to fix this problem?

I'm running Minecraft 1.7.9

Specs:
8GB Ram
AMD Radeon 7850
Intel i5 3570K

Try updating your graphics drivers, and reinstalling Minecraft. Please bear in mind Minecraft does stutter when loading chunks and creating new worlds.

Yes, try putting the setting on low then work your way back up.

Im sure that the idea of the Optifine mod is to stop/reduce the stutter when rendering chunks. Have you done what it says on the optifine page:

"When using "Chunk Loading: Multi-Core" make sure to Disable "Threaded Optimization" / "OpenGL Threading" in the graphics card control panel. For best results disable it globally, not only for java.exe or minecraft.exe."
