Pc runs slow and freezes while playing games or using Youtube

So, my computer has been running slow this past week and it freezes while gaming or watching videos on Youtube, and I have to force restart it. I installed a fresh copy of Windows 8.1 thinking it was a virus but the problem is still present. so I started taking out parts (gpu and ram) to see if it fixes and now I cant place my second ram dim because when I turn on the computer it starts beeping constantly without showing anything on screen and then restarts.

Sentey BRP600 Psu
Gigabyte B85M-D3H
Intel i5 4440(stock cooler)
Sapphire R9 270x
2x4gb Kingston hyperx blu 1600Mhz
1tb WD caviar blue

How do you reset cmos?
Yeah, I went to windows update many times until I reached a point where there was one update that gets stuck at 4%.
And I don't think flash is up to date.

I downloaded and installed it and it still gets stuck while using Youtube.
