I am upgrading my computer. I am not really sure on what PSU I need. This is the internals that it needs to support

Motherboard - MSI 990fxa-gd80
Graphics - MSI r9 270x
Processor - AMD Phenom II X4 965
RAM - 8BG
Hard Disk - 2
Optical Drive - 1

Will a 450 watt cooler master PSU be enough or do I need more than that?

Which 450W CM? My guess is no, but they might have some models that can do it.

There were several different 965s, but most were 125W CPUs. The 270x is a ~175W GPU, so you are looking at ~300W just for those. (probably less, I think I'm high on the 270X spec.) A quality PSU that can handle 325-350W on it's 12V rail(s) should be fine. CM has had some not so great PSUs in its lineup so I'm not sure which one you are looking at and what it's output is.

I would recommend 500W+ for your system (for expandability and stability) and i wouldn't recommend Cooler Master, as i have heard not alot of good things about their power supplies, though it depends on which model you are looking at. Check out newegg's power supply tier list to get a good idea of reliability for different models

Using http://extreme.outervision.com/psucalculatorlite.jsp eXtreme Power Supply Calculator with your specs shows 419W draw at high load, though depending on your usage you may be OK with 450W...however the cost difference to upgrade to 500-600W should be minor

At the moment I have Cooler Master Thunder 450(RS-450-ACAB-M3). Here are its details.

+12V1 -> 21A
+12V2 -> 18A
Total Power 12V1+12V2 = 360W
Efficiency -> 85%

Is this enough information to judge my current PSU? Is this is not ok, will a better PSU from cooler master be enough? Its hard to find other brands from where I live.

That has easily enough amperage on the 12 v rails to run the phenom and your graphics card . It will be loaded a little higher than ideal but it is going to work
