Hello, i am looking to upgrade my dell xps 410 to be the best machine it can. I currently have a core 2 duo E6400 2.13ghz processor and am wondering if a quad core Q6600 would provide a noticeable difference for gaming. Would it also require me to up my psu from 430W?

Wow, they just *might* be compatible. http://ark.intel.com/compare/29765,27249

However, you will see very little actual difference in most games. Most games can't multithread very well and the difference between single-thread performance isn't really that much.

Pay attention to the single-thread performance, unless your game can use multi-threading.

So will my current processor be good enough to play modernish games such as borderlands 2 or arkham city?

my current rig used to be a DELL xps 420. i suggest u just build it into a whole new PC from scratch. buying hardware pieces basedo n what u have is just throwing away money because ur limited with compatibility issues. believe me. save it all up for a new pc
