Sapphire does have non-reference R9-290 cards. You aren't limited to just the reference cards.

Actually the price goes up by a lot if I choose the other one, this R9 290 is almost at the same price as the R9 280x toxic on mu local store, but I want to know if It'll run hotter and louder

Everyone has been thoroughly warned about these reference cards in numerous reviews. The noise is in the 60 dBA range and the temps are on the 90 C range.

In my view the R9-290 (& X) reference cards are useful only for industrial use or in addition to a waterblock.
