ASUS Sabertooth 990FX R2.0. can be turned on but not off.

This is a new build and the system ran for about 2-3 hours before the problem occured. It all started when I noticed that one of my ram sticks didn't show up in windows. I opened up the case and looked at the sticks to see if they were properly seated they looked right but i decided to reseat them anyway. When I went to turn the computer back on the system and everything was running but the red cpu led came on indicating there was a problem with the cpu. I figured it must have died so I decided to just rma it as well as the RAM sticks.

The problem is now the computer wont turn off unless I hit the switch on the psu. Is this a normal thing? Also should I worry about replacing the board? The cpu socket looks perfectly fine but I'm wondering if maybe one of the RAM slots might be defective instead of the sticks. Is there anyway to test them without a cpu?

No,

I shut down the computer normally (windows was installed)
I reseated the ram sticks
hit the power button
red cpu_led comes on
all the fans are running even the gpu but nothing will come up because the cpu wasn't working
now the power button doesn't work, neither does putting the screw driver on the circuit, they both work to turn it on but they don't work to turn it off.
I took the cpu and ram out and still have the same problem.

cpu: AMD FX-8350
mobo: Asus Sabertooth 990FX R2.0
ram: GSkill Sniper 16GB (2 x 8GB) DDR3-1866 Memory
drive: Samsung 840 Pro SSD
gpu: EVGA GeForce GTX 760
psu: Corsair CX 750W Power Supply
