Low FPS w/ GTX 770 after new motherboard/CPU install

Hi. I just built my first real gaming PC using a few parts from my old rig, including my graphics card (Zotac GTX 770 4 GB). Now, when I run benchmark tests, my scores are almost twice as low as they were before (~3800 in 3DMark 11). My HDMI cable is plugged into the GPU (not the m/b), I did a clean reinstall of Windows 8.1, and I have updated all of my drivers. The RAM settings in the UEFI are set @1600, my GPU core is hitting over 1100Mhz w/o overclocking, and my CPU is right at 4Mhz. My clocks seem to be on point, so can anyone help me? My old computer involved a junk motherboard and an FX-6100, but it's running laps around my new gear.

My specs:

Motherboard: Asus M5A99FX Pro R2.0
CPU: AMD FX-8350
GPU: Zotac GTX 770 4 GB
PSU: Rosewill Capstone 650-M (650W gold-rated)
RAM: G.Skill Value 16 GB DDR3 1600

My CPU hasn't been over 37 C; I have an h100i installed, which keeps it cool. I haven't turned off the power-saving settings. I'll check them, benchmark, and get back. (thanks for the quick response, btw).
