Motherboard won't start when processor cable connected

OK so my AMD desktop with ga990fxa ud3 won't start. I figured it was a dead psu after smelling the faint smoke when trying to turn computer on. (psu just clicked for a split second) I bought a new psu (cs750m) and computer still won't start when the processor cable atx12v is connected. When I disconnect it the fans turn on when powering computer but that's all. So it's most likely a dead motherboard or processor. Question is if it was just a dead processor shouldn't the computer still start? If I remove the processor and connect the processor power cable, should the computer start? I've disconnected the memory and gpu. I don't believe those are the faulty parts

Processor is fx 8350

the motherboard could've been fried/ shorted that's the reason why it aint booting up. if you have a spare board you could try to install the remaining components aside from the board itself. if it works bad news the board has been damaged, a tip for you make sure that you purchase a power supply that has a good reputation lets say cooler master antec or corsair these part is the heart of your computer and if it fails it could give you a lot of head ache.

Thank you. The PSU I bought was a corsair CS that has a 80 gold rating. Does the processor typically get fried as well when motherboard shorts somehow?

How can I troubleshoot the motherboard
