In the config i would like to have
1) 2-3 GB DDR5 Graphics card with 1000+ MHz clock speed
2) Z97 motherboard specialized for gaming purpose(What about gigabyte and Asus??)
3) Liquid cooling,
4) Cabinet with nice air flow i.e. should be able to include 4-5 fans of size 120/140
5) Processor which would last for 3-4 years from now i.e. with respect to gaming

If anything else, Plz kindly suggest.

I need HDD, SSD, Full HD Monitor as well.
My main focus is on Processor, Graphics Card, MotherBoard, Liquid cooling for Processor.

Looking for a config that would last for 2-3 years from now.
 
First my suggestion is already exceeding your budget

1. Z97 mobos are new and as usual every new thing is costlier. The cheapest SLI Z97 mobo cost 16.6K. Add to it the cost of an expensive Haswell Refresh processor and your budget is getting too far away. And you can do SLI with one more GTX 770 with my build

2. You don't need liquid cooling if you aren't overclocking. And overclocking doesn't increase gaming performance significantly.

3. You get what you are paying for . The build i suggested is balanced

4. The possibly worthy upgrade for CPU will be Skylake and it requires a different motherboard anyways
