The R9 290 is about 15% faster than a GTX 770. That is in terms of performance. But the R9 290 also requires about 15% more power to run. So in terms of performance, the R9 290 is better. In terms of power efficiency, the GTX 770 is better.

Trying to decide if that FPS boost is really worth it.

I can't tell a difference above 45.

the 770 wins on everything but fps, will you notice the tiny fps boost?
290 looses in heat, power consumption, noise, stock cooler quality, aftermarket cooler still have to cooler a hotter card.

The R9 290 will give you about 20 fps more and is around 50$ more, in my op +20 fps is worth the 50$.

The r9 290 may well be the better proforming card but it makes a hell of a noise under load and produces a lot of heat. If you don't mind a lot of noise or if your gaming through headphones then go for it otherwise of go for the 770

Only the stock cooler is noisy, the aftermarket coolers are just as good as with other cards.

That is not true. The R9 290 is only about 15% faster than the GTX 770. For a gain of +20 fps, the GTX 770 would have to be outputting about 133 fps, in which case, you the extra 20 fps is pointless.
