The title speaks for the question itself, but to shed some more light on the subject, I'll tell you that I tested both of the RAM sticks and both of the RAM slots and they're all working, except, when I check on my computer, it says that I only have 4gb of memory when it's supposed to be 8gb. I'm thinking it's not a problem with my hardware, so I'm guessing I may need to install something or atleast configure something. Any advice, help, or instruction is greatly appreciated.

You need to provide more information about your system, but my immediate thought is that you are running a 32 bit operating system, which can only address a maximum of 4gb of RAM.

Wow. You guessed it. Bravo, Sir. I shall look into it right away and see if I still have my windows 7 installer.

While I was thinking whether to change my software to 64bit, I just wanted to try and test it again. So I removed both of the RAM Sticks and just pushed them both in desperately and shzaam! Checked the system and now its 8gb. And I thought game updates and malware were causing my computer to get slower. heh. Anyway umm.. sorry for troubling you guys.
