Motherboard won boot, no fans spinning nor power LED but LAN LED lights up

I replace my cooling fan since my older fan broke up. after I replace the fan, the motherboard (w/c is ECS 661GX, Pentium 4 506 processor, 1GB DDR1 RAM) I wont boot. No fans spinning nor LED power. Just the LED's of my onboard LAN is turned on. How should I deal with this?

Are we referring to a CPU fan or case fan?
