V-Sync On or Off?

So I'm a gamer and always set the graphics on Ultra or High (the highest possible)..
And I always see the V-Sync setting, I don't know what to do to make the game look better.
For example; Assassin's Creed IV:
Everything on very high and the V-Sync is off.
To make the game look better should i turn it on or leave it off?

Vsync wont effect picture quality in terms of improving textures etc... it's just to avoid screen tearing & keeping things looking smooth. i.e when your GPU is putting out more frames than the screens refresh rate can cope with, you might see the next picture/frame being drawn already by the GPU & making a tear or anomaly on screen.

I usually leave it turned off if i need the FPS in demanding games. If i notice tearing or it's a non-demanding game i turn it on as my GPU will exceed 60FPS/60Hz refresh rate.
