HP has the new laptops out 2014-06 but the more expensive CPU option is less powerful. What is best? The quad core i7-4710HQ or their option of a duel core i7-4510U with gtx850m for $140 more?

I also have a desktop and will be using this laptop for browsing, photoshop, and editing.

i7-4710HQ by a long shot. The "U" chip is a low power CPU which means lower performance, better battery life.

Does the gtx850m not do much unless you are gaming?

Ok first of all the 850m would make up where the 4510u leaves off. Thanks to NVidia you would get boosts out of the gpu because it uses cuda cores and what not. The better option is the 850m and the i7-4510u no doubt.
