The 4690k is a good option if you are planning on updating and can wait until its release date, otherwise you can go with the original option.

Thats a very good configuration and will run vanilla Skyrim at Ultra very good, about the mods that will depend on what mods you are planning to use and how many at the same time, my own suggestion would be to spend a little more money on your graphics card, a GTX 770 or better would net you better performance with more mods.
