Screen Tearing and Under Performing

Hello everyone I'm posting here in hopes that some has the insight to fix this issue which has been killing me since I just bought a brand new gaming PC. I get awful screen tearing and some stuttering when I play such games as World of Warcraft even though I'll be getting solid FPS. I've tried everything from reinstalling drivers, vsync, tribble buffering, and every combination of those settings in both my gpu and in game. This problem is actually killing me the only reason i bought this computer was to replace a mac so i can game and now it seems im getting better quality on my old computer. I also get tearing and ghosting on my desktop. My specs are:
Intel Core i5 4570 CPU
MSI GTX 760 2g
8 gigs of memory
1tb HDD
small ssd for OS only
Any help would be greatly appreciated.

A couple questions/suggestions.
1. Are you using the Nvidia framerate limiter? You shouldn't, it's been buggy and breaks vsync ever since the 320.46 drivers. If you don't know where to find the Nvidia framerate limiter, then don't worry about it since it's disabled by default.
2. Disable adaptive vsync in your Nvidia Control Panel and set it to Standard, if you have it enabled. Adaptive vsync disables vsync if the performance falls below 60, which is likely to happen sometimes in WoW no matter what, due to all the people. Therefore, standard vsync is more desirable than adaptive in MMOs.
3. If you haven't already, update your drivers to the latest version.

There's a risk of a faulty GPU from the low performance, but it's not very likely. Typically those cause artifacts and graphics bugs in games before they would prevent vsync from working.
No, it's not a dying monitor. Screen tearing isn't a hardware issue, so the monitor not accepting vsync isn't a result of failing hardware on the monitor either.
Did you try updating your drivers like I suggested?

In game its without a doubt screen tearing and in random spots and sometimes only in one spot, very erratic. As for the desktop when i move a window around ill get little tears on the edges and really bad ghosting which sometimes causes bugs.

Well, it's not what I was thinking of. I had some poorly shielded electronics interfering with my monitor once, creating something similar to screen tearing. But that doesn't really sound like the issue here.
I'd suggest you remove your video card, use the integrated graphics of your i5, and test on your desktop to see if the ghosting/tearing is still there. If it's gone, we'll know it's a problem with the video card. If it's still there, it's something else and your video card will be fine.

Good news after weeks of trying to fix this and a whole new GPU turns out it was as simple as using windows aero theme. Turns out that the classic windows theme was causing this . WOW!!
