Wifi will not connect to any device and says there is not ip adress

Wifi will not connect to any device and says there is not ip adress. I tried troubleshooting and nothing happened. It won't connect to my phone. laptop or ipad. Help.

if this is a new router. make sure your cable modem or dsl or device from your isp is plugged into the wan port. if it is turn the modem and router off and turn them both back on. log into the router (192.168.1.1) see if it can see the internet. if you got a new modem and router from comcast or verizion. on the bottom is the wifi name and your wep password. yu have to use both to log onto the internet.
