How is this for a secondary gaming rig?

So i have a little spare money to make a secondary build for my brother, he is not a hardcore gamer, but a rather casual one, and I am going to build a budget gaming rig for him so how's this?

Budget Build:

CPU - AMD Athlon II x4 740k
GPU - GTX 660 1.5 GB
RAM - 4 GB @ 1600 MHz
PSU - OEM 430w Dell Inc. (Harvested from my old computer.)
HDD - 120 GB (Soon going to be 1tb when I have enough spare money.)
Monitor - OEM HP Monitor 21.5" 1680 x 1080 (720p)
OS - Windows 8.1 Pro

How well will this play games? And how well does this compare to my Primary Gaming Rig?

CPU - Core i7-3770
GPU - MSI Twin Frozr GTX 760 4GB
RAM - 16 GB @ 1600 MHz
PSU - EVGA 500w 80+ Bronze
HDD - 2tb WD
Monitor - Samsung SyncMaster S24B300
OS - Windows 8.1

The i7 is better than the 8350 in practically every aspect I can think of off the top of my head at this hour.

The budget build should run at least 30fps @ 1080p in most games on med-high I want to say (assuming the newer games). Games will be playable, but don't expect ultra in the current titles.
The ram might be a bit of a limit, adding more later on would help it out a bit. It should be fine for a bit of a budget build I'd say. PSU worries me, but I think it should be fine. If your brother's a casual gamer, I think 120gb is enough for a while. I mean it'd all depend on what he plays and what not. It looks alright for casual gaming.

Compared to your main rig, it's going to be a very noticeable difference. Your main rig is a completely different monster.

Is a i7-3770 better than a fx-8350? And can you give me an idea of what I can run games at on the budget build?
