I need help designing budget gaming PC for under $700.

My friend is currently on a craptop (A very cheap laptop), and would like to upgrade.
Now since gaming laptops are out of the question, I would like to build him a desktop.
The problem is, I have no idea what parts I should go with.
So I decided, I should ask the community for their opinions on what is the best hardware for the money.

I agree with you 100% i have almost exactly that build and i run most games 1080p maxed. So yeah that's a good ~$700 gaming PC

The psu has only one pcie connector which is enough for the r9 270,but if you want to upgrade that in time to something better get one with two of those like this budget model,
