I would personally recommend the r9 270x for a budget 1080p card as you can get BF4 on ultra averaging 50 fps, with the 280x as the next option as from what I have read they are the two best performance to dollar cards you can get. (I'm getting a 280x in a few weeks) ^^ As said above though the i3 might bottleneck the GPU but i have seen the i3's play BF3 etc almost as good as the i5, but with the next gen games focusing on not just GPU use, and using more CPU power you would definitely benefit from the i5. In terms of future proofing it is a hard subject to recommend atm due to 4k (which really you need something like duel 780ti's). Here's a list of toms best GPUs for the money this month...

If by high-end gaming, you mean playing a game like Watch Dogs or Battlefield 4, then yes your CPU might bottleneck any decent GPU you purchase. I would look into investing in a i5 processor. And as for the GPU, any card within the range of $200-$400 will allow you to play most games on high to highest settings. My personal favorite would be the GTX 770. It will allow you to practically max out any modern game while being future-proof as well. And as mentioned above, it would be important for us to know what resolution you plan to game at. If it is lower than 1080p, than you could probably settle for a card between the range of $180-$230.
