Connected to the internet but unable to browse

Currently I am showing that I am connected to the internet with no issues but when I open a browser or open Skype (anything requiring an internet connection) i am unable to connect. I have been looking all over the forums trying to find a solution. So far I have verified my DNS server is working ok as I can ping both the ip as well as Google in the command prompt with no issues. I have tried multiple browsers (Google Chrome, IE, and Mozilla Firefox) all with no luck. I have tried ipconfig /release and /renew with no luck. It is important to note also that I am typing this up on my laptop using the same direct connection I'm using for my PC with absolutely no issues whatsoever. I have also seen a lot of threads saying that it may be a proxy server but I triple checked in the internet options that no proxy servers were being used. After troubleshooting this for about 5 hours yesterday I decided to format my hard drive and reinstall windows 7. After completely reinstalling windows 7 I am still getting the same indications and after all this I am still unable to connect to the internet. If anyone has any suggestions it would be greatly appreciated.

Do all the devices not work with wifi or is it just the one?

Right now I'm on my laptop using the same ethernet cord (same network) I'm using for my desktop, also this is not wifi this is a direct ethernet connection that isn't working for my desktop.

aaaah, okay sorry for the misunderstanding. This may sound stupid, but can you locate the ethernet port/cable in device manager?

No problem, I should have been more clear. Yep I'm able to locate the ethernet controller in the device manager

Also, If that does not work, go to Network and Sharing and click on "change adapter settings". Click on the Adapter and click "Diagnose this connection".

I think its saying the actual port/device is not responding. This is very odd indeed none the less. Do this if you have not already.

Also, try this:

a. Click on Start button.
b. Type ‘cmd’ in the Start Search box and press enter.
c. Right click on the “cmd” and run as administrator.
d. Type the following commands and press Enter.

Ran the diagnostics and it found no issues. also did the release and renew, still having the same issues.

Click View network status and tasks under Networking and Internet.
Click Change adapter settings.
Right-click Local Area Connection, and then click Properties.
Select Internet Protocol Version 6 (TCP/IPv6), and then click Properties.
Select Obtain an IPv6 address automatically, select Obtain DNS servers address automatically, and then click OK.
Select Internet Protocol Version 4 (TCP/IPv4), and then click Properties.
Select Obtain an IP address automatically, select Obtain DNS servers address automatically, and then click OK.

Try this.

I went in and already had those boxes checked. I went ahead and put it on manual, and hit ok. Then i rechecked the automatically boxes again and still getting same thing. Thanks for all the help so far I really appreciate it

After researching this problem, one person said that after he tried troubleshooting/diagnosing several times it went away. He also reset his router and modem for 1 minute. I know you probably already tried resting the router and modem but do it again just in case.
