CPU is slower than it should be.

Hi, I just recently discovered that my CPU is running slower than it should be. My CPU is an AMD Phenom II X4 955, which should runs at 3.2 GHz. However, both the control panel and CPU-Z are telling me my CPU was running at the speed of 1.4 GHz. I am slightly confused as to why my CPU speed is so slow. This computer was built a long time ago. I don't even remembered what speed I used to get in the past. Below is some other info about my computer. Hopefully, they will help?

CPU: AMD Phenom II X4 955
Motherboard: MSI 880GM - P51
Ram: Slot #1 Patriot DDR3 2048 Mbytes
Slot #2 Patriot DDR3 2048 Mbytes
Slot #3 Corsair DDR3 4086 MBytes
Slot #4 Corsair DDR3 4086 MBytes
GPU: MSI GTX 550TI Cyclone II
Cooler: Corsair H50 Water cooling
CPU Temp: 37 Celsius

I also went into BIOS to adjust the multiplier so I can get 3.2 GHz out of my CPU. Don't know if that's going to destroy my computer. The BIOS system says the multiplier with "red" color is not recommended... It does make some PC games run a lot smoother now. I can some how run Total War Rome II on Extreme. (What a miracle... =_=)

Please explain to me why my CPU frequency is lower than what the product claims to be. I hope my CPU is not dying or anything. Thank you for your help!!!

This is a temperature Issue. Can you use Hardware Monitor or Speedfan and tell me what are the temperature readings?

i7Baby: I am not quite sure when it is considered idling. I get same clock speed in situations where I just turned on my computer and pausing mid game to the desktop to check the clock speed. I dont know which one is the right time to check my time. I have not touched Vcore at all. I will try using just one set of rams. Thank you for the advice.

I am still currently running at 3.2 Ghz. But, everything seems normal to me.
 
HWInfo - Sensors shows the voltages OK

But Johnny Lucky or Hardware Secrets doesn't like Coolermaster Extreme Power series -
eXtreme Power Plus 400 Very Poor efficiency. Ripple and Noise above maximum allowed. Hardware Secrets
eXtreme Power Plus 460 Not a 460 watt power supply as advertised. Hardware Secrets
eXtreme Power Plus 500 Very Poor efficiency. Ripple and Noise above maximum allowed. Hardware Secrets
eXtreme Power Plus 550 Burned during load tests. Not 550 watt as advertised. Could only deliver 500 watts. Very Poor efficiency. Hardware Secrets
eXtreme Power Plus 600 Burned during load tests. Not 600 watt as advertised. Could only deliver 450 watts. Voltages regulation out of spec. Very Poor efficiency. Hardware Secrets

and according to RealHardTech - they are not certified.

I'd chuck it in the bin and replace it witha better one per Tom's list eg Seasonic 520, XFX 550, Antec HCG 520M

I can't really find anything else wrong. CPU and GPU appear to be just idling

Try a another power supply and post back.

Thx i7Baby. I didn't know that much about computer. I had no idea how bad my PSU is. I am going to order new one as soon as possible before my computer killed itself. Will be out of control starting tomorrow. When I get back, I will try to replace the powersupply asap. Thanks for all your help so far!!!
