Windows 8.1 clean install startup issue

First timer on this forum, but would appreciate any assistance that can be provided as I've been working on trying to fix this for a week.

I purchased a SSD and did a clean install of Windows 8.1 on the SSD. When Windows went to reboot, my screen went black (with no mouse pointer). After a while, I hit Ctrl-Alt-Del and was able to complete the windows configuration/install. I have an HP Envy H8-1409 with a Samsung 120 GB 840 Pro SSD and a 1 TB HDD.

Since that point I get into an infinite boot loop any time i startup my PC. The only way out is to hit escape followed by F10 which puts me into the boot menu. Once I exit, Windows will startup.

I've done a lot of research on this and I believe the issue has to do with my ATI/AMD Radeon graphics card. I tried to update the driver but I get an install error when Catalyst tries to install. I then tried to install the IDT graphics driver from the HP site and I get error 9996 (system does not meet the minimum requirements).

Ive tried two clean installs, updated a
all Windows updates, resetting the BIOS to default setting, rebuildbcd trick (not sure if i did it right)... Nothing seems to work.

When the PC boots up i can hear the PC going in a loop ( makes a humming noise) until i get it out using the trick above.

Appreciate any assistance anyone can provide. Willing to try anything at this point.

Looks like I figured it out. I did another clean install but this time I installed my updated video drivers from the windows install menu. I also reformated and deleted all partitions on my entire HDD just in case there were any Remaining Windows OS files.

Seemed to do the trick!
