Hi,
my Gta iv game (steam version) has suddenly began run slowly, according to fraps, the fps (inside safe house) has gone from 120 fps a few days ago to 30 fps now. also outside fps has gone from 60/70 fps down to 10 fps. even in the picture loading screens, the fps has gone from 1000 fps, to 390 (exactly) which is strange.
however the strangest thing is that it still looks nice and runs ok! I have heard the phrase "micro stuttering" said in other threads, which is kind of what I mean, in that every second or or so, the frame jumps a couple of frames, making it difficult to play, and very annoying.
you might think that it is a mod that is causing this issue, and so did I, so I reinstalled and verified the game cache, but the issue remains
In fact I didnt change anything (no programs installed, uninstalled etc) between 60fps to 10 fps, It started by running normally then deteriorating down to 10fps, now it is 10 all the time
I can normally fix these issues myself but this really has me stumped

CPU: Intel Core i5 4670
Operating System: windows 8.1 64 bit
Motherboard: Gigabyte H87M-HD3
RAM: 8GB DDR3 1660mhz (2x4GB)
Graphics card: Palit GeForce GTX 750 StormX OC 1GB
Monitors: LG 21.5" 22EN33S-B LED (1080p and D-SUB only)
PSU: 500W PSU (generic)
