4gb showing 3gb ram usable in windows 7 32bit os

i have radeon hd7770 ddr5 1gb dedicated
and 1277 mb shared system memory

i have 4gb ram but only 3gb is usable

will i get full use of 4gb when i change to windows 8.1 64 bit

This is a desktop PC right? With a dedicated GPU? So I'm not sure what that 1227 'shared' memory is since you are not using on-board graphics.

But I do believe that on a 32 bit Windows OS the "usable" RAM is the term (since Vista sp 1) what is left over after memory mapped I/O - in other words when you hit the three gig limit (3 +/-) on a 32 Windows will tell you what your installed RAM is and what your usable RAM is, so in that case you do end up with 4 gig usable after switching to a 64 bit os but only if your motherboard supports it.
