System stuck in restart loop, doesn't reach bios

Computer started entering a restart loop every time I tried to power it on. Replaced PSU and have had same results. Is mobo the next item to look at for a possible cause?

reset your cmos by removing the battery then boot. you can also try plugging out your power, wait 15 mins then while the power is till unplugged hold the power button for 32 seconds, then plug power cord back in and try to boot
