in simple terms imagine a directx built by amd to better access their cards. parts of it will be included in directx 12 next year.
it helps amd graphics cards run a bit faster and is a bigger improvement in cpu bound scenarios (for instance when running intel i3 cpu / fx 4300 with a radeon 280x or better)
the catch is, not a lot of games support it and not a lot of cards, even from amd, just r9 280 and higher were supported last i checked.
