Problems with fps and game lag

hi guys i have an issue with my pc, everytime i play a game, whether it be tera or LoL or Battlefield or counter strike, the fps never goes higher than 60 fps i get between 20 and 40 fps opn battlefield, tera i get 19 fps max and this is all on low graphis settings and i have unparked all my cpu cores so i dont know what else to do besides get a new gpu.. can anyone give me advice on how to fix this issue? my pc specs are:
Intel core i7 3770k 3.40ghz
asrock fatality z77 professional
leadtek gtx 660ti 2gb
16gb ram

The GTX 660 TI is supposed to be within 5 fps of the GTX 760 at all times, identical performance in some games, so your specs shouldn't limit the performance that badly. Not sure what's causing it, I'm just informing you that a hardware upgrade shouldn't really be necessary.

try using an older driver.

install msi afterburner and hwinfo64
-configure to show in the OSD: cpu and gpu utilization, gpu ram usage, temps, fps, etc
--see if the utilization is low

if you can, borrow a different psu (but the easy ones first)
