Your RAM is below the lowest requirement for Watch Dogs. Maybe the game takes too much of your processes that it falls in the frame rates.

In the settings, you will also find that the graphic card takes 2GB for medium textures or AA filtering. Check the graphic settings. I don't really remember but it specifies about 1GB, 2GB and 4GB.

Not the ram is problem.I have 4gb 1333MHz and i can run watch dogs on medium settings easily cause i have a low end gpu *HD 7770 1gb GDDR5 Sapphire's GHz Edition and an i3 3220...I think the game is the problem itself cause i have seen many people gettings 20 fps on lowest resolutions and textures with R9 280x which is a high end one.So wait for the patch. You may notice the framerate differences then.GoodLuck
