Graphic card under 8-9k INR or 130-150$

I want a GPU under 8-9k INR or 130-150$, that is able to run almost all games lag free at 1080p with at least 20-30 fps. Preferably with AMD chip. If any modification to my PC is needed to avoid bottleneck then do mention please.
And do mention how much years can it secure if you can. at least for 720p :p
And I need some crossfiring advice for the new unit to my old gpu !

My PC specs-
CPU- C2Duo E8400@3GHz; FSB-1333MHz
RAM- 4GB DDR2; 400MHz
Current GPU- Radeon HD 4350 ;512mb; 879 MHz
PSU- Zebronics 450W (ZEB-450W)

I would look into saving up for a new system, a year or two ago perhaps we'd had suggested changing to a core 2 quad to extend the life of the system, but investing in such old tech is not worth it now IMO.

What make/model of 400W PSU is it you have please ?

GTX 750 requires 20 Amps on the 12v rail & a 400W PSU minimum

AMD 7770 requires 19 Amps on the 12v rail & a 450W PSU minimum

The cards linked, need a supplementary 6 pin power connector from the PSU or dual molex on the PSU to plug in a dual molex to 6 pin power adapter. The 750 does come in version that don't need one, if you can find one.

Guessing isn't ideal & that site doesn't list the specs. I found the same PSU on ebay & it "claims" to have 20A(amps) on the 12v:

I would remain cautious, as 20A (if indeed it is 20A) for a 450W PSU is low, which usually translates too it's not very good quality.

With this in mind, if you want to go ahead, then i would only suggest going with the GTX 750 which is a 60W/5 amp card. And ensure it's one with NO supplementary 6 pin power connector required, as those with them will use up to 25W more power.

Ideally, as your uncertain which PSU you have exactly, and we can't seem to find sufficient/reliable information on it. Either look inside the case at the PSU label or simply replace the PSU with a reliable model to be certain.

Now I see my PC is old... I have to change it.
My demand has changed looking at the scenario..
Now I need cheapest thing for which I can play games at full settings in 720p with at least 20-30fps.
And What about amd r7240 and 250 ? Are they compatible and good?
I heard that they are new and low on power ? with mantle and all that...
