I dont understand why my ram doesnt work

So I have 2 sticks of ram and 4 ram slots on my motherboard. Stick 1 works fine in all 4 slots, however stick 2 only works in slots 1 and 3. When in slots 2 and 4 the computer randomly lags, crashes, and sometimes won't even power on until I move it to another slot. My question is, is this the fault of the ram or the mother board, what would cause this, and how do I go about fixing it?
 
If one stick works in every slot but not the other stick, there must be a difference... either make, model, speed, etc. or possibly condition.

Some motherboards work with Two RAM sticks: In slots 1 and 3 (same color slots) or in 2 and 4 (other color), and others work with two RAM sticks in slots 1 and 3 only.
Some motherboards with four sticks: Newer or faster RAM in slots 1 and 3 and older/slower ram in slots 2 and 4.

So it does depend on which slots you use, but if one stick works in all slots and not the other, the other stick has issues which may be normal of the manufacture technology (if both sticks are different), or may be due to damage (if they identical).
