Im trying to find the bottleneck in my pc and need a few pointers here is my system as it stands now

Operating System
Windows 7 Home Premium 64-bit SP1

CPU
Intel Core i5 2300 @ 2.80GHz 38 °C
Sandy Bridge 32nm Technology

RAM
8.00GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)

Motherboard
BIOSTAR Group H61MGC (SOCKET 0)

Graphics
2036 (1600x900@60Hz)
Intel HD Graphics (Biostar Microtech Int'l)

Storage
931GB Western Digital WDC WD10EADS-98M2B0 ATA Device (SATA) 7200 RPM

Optical Drives
ATAPI iHAS124 B ATA Device
TSSTcorp CDDVDW SH-222AB ATA Device

I already have a new video card ordered that will run independently from the motherboard and wont use my computer's memory to function and will be running 4g VRAM rather than 1g along with a new SSD to improve booting and overall performance

(this one to be exact)
http://www.newegg.com/Product/Product.aspx?Item=N82E168...)

Im looking to get the best gaming performance and the most "bang for my buck" I want to be able to set my graphics to ultra in the near future and just need to know what steps to take next :)

Well, that SSD will clear up the glaring issue.
Your bottleneck will 99999.99% of the time be a mechanical hard disk if you've built a decent computer. The others are a bit harder to get balanced.

Everything looks good other than the GPU. Once you get a new GPU, you should be good to go.

For gaming you'd wan't to get best graphics card and cooling.
Hard disk and booting speed is not that important.
Intel HD graphics won't be enough for playing games
Also that CPU is quite outdated but it's still enough for gaming. Upgrade if you have the money

You are using the integrated Intel "HD" graphics which are onboard with your CPU... those are absolutely terrible when it comes to gaming. You need a dedicated GPU, and if you want to play at Ultra, it needs to be pretty good. An R9 270X would probably work great for you.
