CPU leak when launching certain applications/Applications won't launch

I am currently having a problem that prevents me from opening certain applications. When I do attempt to start them, they take up 19-25% (essentially one core) of my CPU in an attempt to launch that application.

The following is a list of applications I know of that do not start correctly,
and cause mysterious CPU load on my computer.
sai.exe (Paint Tool SAI)
raptr.exe (Raptr Client)
mumble.exe (Mumble VOIP client)
Last.fm Scrobbler.exe (Last.fm)

Some of these apps are not essential, but Paint Tool SAI in particular is important to my lifestyle and livelihood.

I'd consider myself pretty tech-savvy, but there's little documentation for this phenomenon and frankly I'm stumped. What do these applications have in common? Where should I start looking for solutions?

I have tried re-installing them, and I have tried rebooting my computer.
Up until now, if I had this problem, I could usually reboot and it would be fixed. But now, I can't seem to reboot my way out of this situation.

Have you got a malware infection and this is a symptom of the Malware? Try using Malwarebytes' Anti-Malware tool (make sure you download it from their site and not from a site that adds crapware). Use the free version and scan your machine.

Also download the Microsoft stand-alone Malware scanner and use that to see if there is a rootkit or something on your machine.

Here is my list of clean ups as well.

Ok first we are going to defrag system.So that the system is optimized.

We are going to start with scanning system for errors.

In the start menu in the search box Type command prompt or cmd.

Then open the cmd now while in CMD Type--> chkdsk /r

Let it run it's scan after it's scan it will ask (Chkdsk cannot run because the volume is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts? (Y/N)) Press Y for yes.Then re boot system.

After that is done let's go back into CMD and run a sfc /scannow this might take 7 min's or so.The sfc /scannow command will scan all protected system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache.

After this is done reboot system.

Then we will check your temp folders and delete all files and folders in that folder.To start open your Start menu then in the search box Type this-->> %temp%.

Another page will pop up while the other page is open.Highlight every thing in that folder and delete all of it.warning there is one file that can not be delted in this folder.It is the fax folder i think.

Then we are going to do a full system scan of the following in F8 safe mode.The Links are trusted i hope you got a 64bit system.For AVG to run.

After them scans are done,Lets do this next.Be low are some items i use to keep my my system tuned.All items are free to use.

Then we will open up your My computer then in my computer right click on your C drive then scroll to properties.While in properties in the general tab left click on the icon disk clean up.Let is scan might take 5 minutes.In the disk clean up you will see items in a white spot check every thing on in that area where you see the downloaded programs files.Then click ok the bottom.

Then after that is done use this be low.
Smart defrag.
