CD Drive - No, you do not need a CD drive in your PC, unless you have disks you need to install. To install windows you can buy and download the software from Microsoft, and the installer will create a USB boot file for it. Then you can install of the USB.

Networking - Yes, if you are planning on using WiFi you will need a networking card. Probably a Wireless N or AC card. They are not very expensive however.

The SSD he suggested would boot the Operating system, the Hard drive is for everything else. SSD's are incredibly faster then regular HDD's

In order to hit your budget you couldn't buy a bigger SSD because they are a lot more expensive then traditional HDD's.
