Will the Corsair CX750 be able to be top-mounted?

Semi modular will help, yes. And 750W is over kill for that system. The 760K is a 100W processor, and the R9-270X is only a 180W card. You could even get by with a 550W PSU of good quality. But for headroom and overclocking, 650W would be more than enough. But that won't change the cable length.

It'll fit, but you are going to have a heck of a time trying to figure out what to do with all that cable length in the top mount small case. PSUs that are designed for top mounting are usually smaller in wattage and typically have shorter cables than bottom mount ones.

I have some powerful parts (http://www.tomshardware.co.uk/answers/id-2185044/parts-fit-compatible-work.html) will 650 watts do? Also, if not, could I just get a semi - modular PSU
